Huawei has invented two open-source operating systems – HarmonyOS and Euler, which are mainly adaptable to many smartphones and servers in the home region. According to the latest report, Shenzen city plans to accelerate the cultivation of HarmonyOS and Euler ecosystems.
Seizing the strategic growth opportunities of HarmonyOS and Euler systems, the Shenzhen Municipal Bureau of Industry and Information Technology issued a notice titled “Several Measures to Accelerate HarmonyOS Euler Ecosystem Cultivation (Draft for comments)”. To do this, the company provides funding and investment of up to 10 million yuan (1.4 million USD).
Goal of “multiple measures”
The advisory primarily targets the HarmonyOS operating system. Also, it solves the development difficulties of Euler interface and relevant solutions. On the other hand, the term “Several Measures” recalls the other facts consistent with this opinion.

Accordingly, various open source contributions and product developments will be encouraged. Distribution companies will be supported to further flourish in Shenzhen. In addition, OEMs and software publishers will be able to acquire HarmonyOS Euler modules and Harmony apps respectively.
Therefore, the distribution institutes will be able to achieve a position among the top five sales of HarmonyOS, and the Euler interface will receive a reward of 5 million yuan. Besides new goals and configurations, Shenzhen is also trying to focus on production and service units, with about 20+8 industrial clusters.
In addition, the notice indicates that every year, a batch of excellent HarmonyOS demo projects will be selected, where the applying party will invest 30% of the total investment project with a grant of 10 million yuan.
Huawei recently hosted the Huawei Partner and Developer Conference 2022. At the event, Huawei Vice President Deng Taihua said the following:
“Euler’s commercial installed capacity exceeded 1.7 million units. The new market share reaches 19% and is expected to reach 25% by the end of the year. Next year, the goal is to achieve the first new market share in China.
To sum up, Shenzhen is trying to develop a digital and global HarmonyOS Euler city to cultivate and develop industrial clusters of software and information services (2022 – 2025).
